In Australia there is still last buses in the evening, especially on the weekends. Unfortuntely reliable public transport, or even just acceptable public transport on the weekends, isn’t something Australians have, and so obviously the last bus of the night is usually completely full with people sitting and standing everywhere. This saying is to represent something that is completely full, equally or comparably full as the last bus of the evening.
Example: I was at the pub last night for the game, it was a great but bloody nora the pub was as full as the last bus.
